Question:There is a rule says you are only allowed to drag 1 suspect,Even if your vehicle got 4 seats or more.
My question is,Why you can't drag more than 1? Is it buggy? or there is a reason?

You can drag only in front seat. If it is already occupied, it's not allowed to drag.
