Suggestion: SWAT Contests
Explanation: A Challenge hosted by SWAT member for a prize, This challenge can be for one person (Example: I challenge Kaos to drag 5 wanteds in SF in one day for 1M) or for the whole team (Example:I Challenge every SWAT member to /search someone and find drugs, First guy wins 5M -Inspired by kaos), Any SWAT member can host a challenge and he will be punished if he doesn't deliver the price in the stated time.
Reason: Would make SWAT more fun and challenging and even more active to achieve the challenges, A friendly challenges between each other is a nice thing

Challenge = Event but posted on forum?

Only Captains+ can host events, I doubt that it will change.

Captains can only host official contests.

You can ask CresP if you want to host a contest - if you really want to.
