Suggestion headline: Make it so that Most Wanted can only be killed, not arrested

Why should it be accepted: I think it would be a good change, since it would make the police use more their guns and less their commands. This way, if a criminal becomes most wanted, he has the challenge to keep being alive, and not just tazed, cuffed and arrested. Of course, some extra rules should be made if this gets accepted, such as not allowing police to taze or handcuff a most wanted, because that would ruin the fight/chase. This could also potentially motivate the higher forces, such as the Army and SWAT, to think strategically on how to kill the criminal.

), the cops are forced to use long-range weapons to kill (hurray for not spamming Sawn-off). Also, you have to be either really unlucky or on a specific time of day to see no army online, so I think that's not a problem with this question.
