Inactivity checks- demotions instead of removals

Suggestion(s): Inactivity checks result in demotions
Why would it be useful: The game is too old, people hop in from time to time, and they cannot be bothered to stay interested nor active that much. They often lose interest (as we all do) and sometimes they're simply not active on the army forum to see a pending inactivity check. As the result, they're usually removed and their hard gained ranks (no matter which) are lost upon removal. I suggest that the player who doesn't respond to the inactivity check simply gets demoted. Players at rank "Private" get removed.
Additional comments:
Where would lsrcr get if every admin was to be removed due to "partial inactivity - important year exams for example"? I suggest we turn to the same policy and do what's wise and what benefits all of us, including our faction.
