Question: Can we drag a criminal if we can see our vehicle but the vehicle isnt in 2/3 of the radar?

It's a thumb rule, meaning that it's meant to help you. View distances depend from player to player, and not everyone can see as far. I personally would not let a car go that close away, but if you can see the vehicle, and you can see that it doesn't break any other rule (front seat clean for instance), then you can just drag.
