It doesn't state that you have to be an army member in order to write one.

the event prize ( 3Millions and Army event ribbon ) , so logically only army members who write the stories

If the event was public; First, we would announce that non-members may post their stories and secondly, we wouldn't add The Event Ribbon as a prize.

Well you could have told us that non-army members may not post, well the winner (non-army member) could've gotten the 3m, so that reason isn't so valid.
