Army Member of the Month Ribbon

Question(s): Army is never picking member of the month, then how is possible to get this ribbon Army Member of the Month Ribbon ?
Then we shall use the same method as SWAT of picking one.
Thread will be created every month, member with the most votes receives it.
Since we didn't have one last month nor before it, this month should have 2 members of the month.
