change to

You may not use the Army skin if there are already 20 players using the skin & playing as Army.

i think its good because we reached 100,maybe army member will be active

Why not just remove this?

I don't agree with it. It will loose the interest of players coming into army-skin.

Sometimes, rarely there are maximum 12 members in skin. 15 and more it are when there are events, and when is there event it's allowed to be more then 15 members in skin.
It's not so necessery, also you can't make army op.

The limit of army people in skin has been set to assure a fair game play between Army forces and criminals, also not to cause problems regarding vehicles, because as you can notice, our vehicles are not that much and it's generally one of the reason that a limit has been set.

It's always allowed to have more than 15 army member in skin while being in an event, it's common sense, especially at huge army events such as the ceremonies.

I vote -1 for this suggestion, sorry.

20 army members online will make the game too boring since there'll not be any criminals.
