I dont see anywhere in Hydra rules that you can kill Highly Wanted Suspect even if you shoot him first.

Hydra Jet Rules

You may use the Hydra to engage the most wanted suspect only when they are on the ground, in the water or airborne, and after using /su and waiting for the timer to expire. Remember to make sure no innocent players are near-by or anyone who isn't the most wanted suspect.

You may use the Hydra against the most wanted suspect who is teaming with highly wanted suspect(s) after using the /su on any of the suspects.
