When you take a single pistol/uzi/sawnoff instead of giving you the Poor skill for the weapon, have it give you Gangster level skill instead.

Not needed imo.
You can walk with 1 s/o with the same skill as 2 s/o's skill levels doesn't matter on this server and shouldn't the same as the BMX jump skills, you'll recieve them when you join the server.

Didn't understand a shit what you wrote. Can you explain more nicely in a detailed way so members can understand it more easily and vote.

San Andreas has 3 different skill levels for most of the weapons:
Poor, Gangster and Hitman

Poor is the beginner level, where accuracy is shit.
Gangster is the mid-tier level, where accuracy is good.
Hitman is the end-tier level, where you get to dual wield weapons.

If you want to use just one pistol/uzi/sawn-off, you get the worst accuracy, aka the Poor skill level which makes using just one weapon undesirable, and should be changed to the Gangster skill level. Properly explained now. I like using alternate weapon setups.
