Additional comments: I know that will people who are army and pagati vote -1 already, normal that will they vote -1 because it's good for pagati, not army.
Suggestion(s): Remove this rule:
Army members are not allowed to arrest Pagati members, and Pagati members are not allowed to rob or rape Army members. (This only applies while in Army/Pagati skin)!Why would it be useful: It's useless for army members, we can't arrest and they can't rob us, so what if they rob us, we will lose some money, who even cares about money. It's good only for pagati, army don't have anything good from this agreement.
