Suggestion: Disallow Privates to vote on SWAT applications
Explanation: Privates will no longer be able to vote on applications.
Reason: Newly accepted members do not have the experience to vote on applications. First they should watch other higher ranks and learn from them how to vote correctly. Once they get promoted to PFC they should know how to make a proper vote.
Note: This will mean that our applications will get less votes. However, I value quality way more than quantity. I'd rather have 5 good votes than 10 useless votes.
