Why should we accept this: Write how much you want in here to explain your suggestion.

I've visited a Counter-Strike community and saw this -
Shoutbox

What the shoutbox can be used for -
The shoutbox would be placed under the "unread and more" text. (Or any other place if it doesn't suit there)
The shoutbox main purpose is to call admins to the server by just typing it there "Need admin , cheater names X using X."
The shoutbox can also be used for normal conversations.

In the community forums I've visited, the shoutbox is not available to members with less than 5 posts, the reason for that is to avoid people spamming it.

I hope you take this suggestion into consideration.

No need for this. Staff members are already active and daily there's a haxor getting banned. We can just implemented this to disturb admins and start public spam.

I don't see how it would cause spam, it would increase the social activity on the server while not in-game.
The community which had this had a teamspeak 3 server which is always full but the Shoutbox is still active.
I honestly don't see any reason to NOT implement this to the forums.
It won't cause spam at all, all it would do is let people talk to each other or give a heads up on something or what so ever.
There is a + icon which you can click to toggle it off yourself.

Well, I think you're new in this community and you don't know about peoples. I'm talking about all tag and non-tag member. Most people start fighting on religious topic and continuously abusing and arguing with each other and for this we need an administrator to control in-game environment. As for outside like forums, TeamSpeak an administrator can not handle all of these things because they've more duties. Implementing shoutbox will disturb administrators to check the environment every time. I don't support this at all. But implementing Chat Box for official and public groups will be better. Chatbox can be controlled by some other mature players and also some administrator if they're handling their own group.

I'll agree with the shoutbox, I'd say it's useful and helpful, while you need an urgent piece of work/problem you can mention it in the shoutbox, Admins can make a bot which will mute you if you, spam/religious or whatever. as you can see in the game's main chat.
