Can i donate to join the army ?
Or for getting an army skin

You can donate IG money, donation points and jail cards for army events' prizes, but you cannot donate to get accepted. This means bribe and bribe means instant denial and possibly permanent blacklist. You need to earn that membership!

Well, you can't really do that because army is an official faction and it's important to apply and get tested, and if you get accepted you can select army skin.
For donations, you'll get many benefits and features in game if you donate for Lsrcr. You can get full information on UCP. You can buy houses, donated cars (limited), neon lights, fire works, and many more things.
