Tagged(not server tag) notifications

Suggestion headline: Allow us to tag someone in a specific post/topic like "@greatsan look at this", and if you're tagged - you get a notification saying that "You've been tagged in a post/topic by *name*. Link: __". And for those who doesn't likes to get the notifications get an option in the UCP so they can toggle notifications on/off.

Why should we accept this: This would come handy and is user friendly and anyone with some knowledge can use this easy feature, might make work easier for some groups, etc. and would be fun to use.
