Your question: Can I eject and drag those who press g and enter the passenger seat while cuffed?

I had this problem once and I got my answer from an ex-commander, so if a player gets into a car as a passenger(g) while he's cuffed, he cannot escape/get out.
So there's no need to eject him.

I think it does unless he/she enters another vehicle than the one you're using.
