Your question: Why don't we have satchel charge instead of swat bomb?
We can carry a lot of ammo in it instead of 1 swat bomb.

Not possible to script as far as I know.

Satchel charges are not synced properly by SA-MP, which is why we have never had them on the server. Their limitation is, that if the other player is not streamed in for you (i.e. is not in the close proximity), he will not see, or be damaged by the charge.
