Where you can report for:

1. Cheaters.
2. Massive rulebreakers.
3. Jail evaders (When he gets tazed/cuffed/dragged and leaves, and
when he comes back, after 30minuts it isn't jail evade anymore.)

In a few words you need proof that he logged again before 30 minutes have past.

Sorry but no proof of his rejoining the server there for action cannot be taken.
