Kevlar Tires

Suggestion: Give the Patriot and Barracks Kevlar Tires
Why would it be useful: It will add a little bit of RP and it will help us with the catching of wanted.
Additional comments:
Kevlar, what is that? Well Kevlar is a bullet proof material often used for bullet-proof vests.
Today I came with the idea of suggesting this for the S.A. Army. It will basically prevent tires from getting popped, they will be bullet proof.
