You can't sell steam accounts with in-game donation points, It is bannable, however, dealing steam games/accounts/anything with community's donation will have you a temporary or permanent ban.

I don't know why but that guy just can't be you.. Anyway, you're not allowed to sell steam, origin, or any account for Donation Points.
