Can motherboards decrease FPS in some games?

PC specs:

CPU: Intel Core 2 Duo E8400 3.00 GHz dual-core
socket: LGA775

RAM: 4GB of DDR2 (3.25GB usable) ***this shit is because of my fucking motherboard.. my neighbour who is Computer Serviecer told me that my mainboard is like too old or made specificly for 32-bit processors and systems and like it's factory-made to support only 3.50GB at maximum. Though my motherboard reads installed 4GBs, only 3.25 Gigs are usable***

GPU: ATI Radeon HD 5750 1GB GDDR5 128-bit

Motherboard: GIGABYTE GA-945PL-S3P

I am not experienced as some of the members here when it comes to PCs, but I doubt the MotherBoard would affect FPS. Maybe something is affecting your experience (i.e: the ram/CPU isn't good enough).

No? Motherboards have ram slots if you fill them then they will definitely affect the performance. Some motherboards are just made for some specific processors and Wong work on any other processor. Processor and RAM affects the performance, not the motherboard. Processor and RAM(s) are fit inside the motherboard. So, no matter if you buy 1,000$ motherboard and fit an Intel Pentium on it, you can't run GTA V, sorry.

I found some threads regarding motherboards affecting the FPS etc. and all of them say it does not. It does affect the Overclocking, Bios, and USB Transfer Rate, tho, it doesn't affect FPS from what I've read. It all depends on the components of your PC after-all.

Yeah but over clocking is also on your CPU. It's just the motherboard which 'supports' your CPU, not increase.the FPS. Get an expensive motherboard and try to run GTA San Andreas on it without a CPU/RAM lol

Motherboard choice mostly affects:
cpu overclocking, audio, ethernet, sli/crossfire performance, reliability.
The motherboard is more about features. Does it support overclocking, and what's the interface like? Does it support SLI and/or Crossfire? What size is it? That kind of stuff.
There are some performance factors. A good motherboard may allow an overclock that's 0.1-0.2 GHz higher than a mediocre (but still overclock-supporting) motherboard does.
