Rework the Jail system.

Why it should be accepted:
Alright, so I noticed playing again that the jail system honestly was one of those things that gets the most updates and it really only seems like the updates the jail system got were really, not any kind of great thing, except the looks on Alcatraz. It extended the timeframe, extended the difficulty to break out of Alcatraz, removed it to where you can't break out someone alone, which is fine, but also removed the class specific to breaking people out of Alcatraz which I didn't understood because it balanced things out. People might have complained that "Oh it was too easy to break out of Alca" back in the old days, but honestly I spent a majority of my Alca visits alttabbed because I didn't have anyone breaking me out, and spent the full time actually inside of it. Maybe this change was because the whole "Oh why would it be so easy to break out of Alcatraz" roleplay mentality, or maybe it was because it made it to easy, and how would Jailcards sell if it was that easy to get someone to break you out, I'm not sure the exact reason why the change happened but it was definitely for the worse.
So the first part of the suggestion is,
A. Really, either put it back to one person breaking another single out of Alcatraz, or B. Add back a group like the old terrorist skill that have missions and checkpoints, maybe even extend it, you know, give it a few more missions so it isn't as easy, and make it to where you can only blow it can only be blown up once every 20-30 minutes after you've completed every mission. Balances it out to where everyone gets out, but not too often, enough to where it adds back some more balance with Alcatraz. The reason why is, a lot of wanteds back in the day came from escaping jail, came from escaping Alca with a buddy, or having someone blow Alca up, and it just created more environment for stuff to happen, hell I remember back in the day Alcatraz actually had activity during a good part of the day between cops and crims thanks to the terrorist class, and it wasn't all contained in pershing square and idlewood. Now I know that this suggestion here, has been suggestion a lot, even by me previously and still nothing was added back on it, but one can dream and that's why I'm posting the thread again.
Which leads into point B.
B. The Jail part of it, when you're arrested and orange needs reworking in general. Most of the time spent in regular jail is like 60 seconds, and for the first 30 seconds of that you can't even do /escape. Which means it's basically one of the original cornerstone of Lsrcr, escaping from regular jail and blowing yourself up at Dillimore or even just escaping and doing other crap, which used to be something everyone did in Lsrcr, completely stopped. It was made entirely way too difficult to escape from Jail, and I get it, that real life it's extremely difficult to escape from Jail, but that brings me back to something said in every suggestion now, it's Cops and Robbers, the army run the streets with tanks and shoot down aircraft without warning as long as the person flying is wanted, robbers chase down cops and even wait outside their own police department hunting them down like animals chasing a prey, and can manage to shove 200 grams of whatever drug of their choice into their body without it shutting them down. I get that realism has some aspects of things in Ls-rcr but some things like jailtimes can certainly be reworked. /escape used to be something used all the time and at least once a day by an active criminal player. As it is, let crims escape a lot sooner into their Jail period. Maybe even extend it back up to 120 seconds and let them escape at 100. 90. Removing the need for criminals to want to even escape jail and have them rather wait out their jail time just seems anti cops and robbers, Definitely something I think needs reworking, and part of the reason leads into point C.
C. The ever wonderful bounty hunter class. I mean sure, since its inception it had a use in being used for free guns by people everywhere, but quite a lot of people played it to AR wanted jail escapees, you know, the original intended purpose of the class. Now, it's used entirely 99% for free weapons, and I say that because a few times in the past 2 weeks I tried playing bountyhunter, spent my time on the server as a bountyhunter, and those play sessions I did spend as a bountyhunter trying to actually do the intended purpose of the bounty hunter to arrest escaped convicts, I couldn't, not from the lack of trying, but I arrested a grand total of 2 escape convicts in about 9-10 hours playing as bounty hunter, because that's about the only amount of people that actually escaped any form of jail or prison during those 9-10 hours I played as bounty hunter. Two, two whole escaped convicts. Back in the day you'd have two people escaping Jail in about 5-8 minutes. Maybe less depending on how active the cops were. Definitely 10 or so in an hour, even if they were repeat offenders. The jail system has been buffed so far to the point either people just buy their way out with jailcards if they manage to get the unfortunate fate of getting stuck in Alcatraz, or just wait their time out, without even attempting or trying to escape. Which goes back into point A, the two people it is needed to escape Alcatraz is a bit much, it was difficult back in the day even getting one point to break you out of Alcatraz. Let alone two.
So to sum up point C here, either fix the jail system, in return fixing the bountyhunter class, which I'd really, really enjoy, or just straight up keep the jail system broken in a way that makes people rather wait their time out then even attempt an escape, and remove the bountyhunter class which provided a broken mechanic of giving people free guns, and basically a free weapon packet whenever they feel like it, to go ahead and use in their criminal activities because how little people actually escape from jail, and instead they straight up a majority of the time now just use this class to abuse the free weapon system because there are pretty much no escaped convicts due to the way the jail system has been buffed to the point of no one wanted to even attempt escaping jail.
