New staff ranks

Suggestion headline: Add the following staff ranks: Community Helper, Community Senior Helper, Community Moderator, Community Senior Moderator, Community Administrator, Community Assistant Senior Administrator, Community Senior Administrator, Community Head Administrator, Community Owner.

Importance of suggestion: 5/10
Why should it be accepted: First of all i will say why should be accepted the helper rank. Supporters answer /ask, but there is no one to take care of the supporters. Helpers would take care if they abuse anything or do anything wrong and would take care of them. Now what senior helper would do is control the helpers and in the same time, do the same job as helpers. I think it is a good idea to add a senior after a staff rank, so there can be members which control it.
