1) The house will be permanent, but if you went inactive for more than 90 days, any other player can spend 6 dps and can get your house. For undonated house the time is 60 days. For 18dp interior house the time is 180 days, which means if you have 18dp interior house and went inactive for more than 180 days then any other player can get the house by spending dps.

2) Yes paypal support debit card, but which is your country? do your country support paypal?.
If your country support paypal then you can do it with debit card, but in some countries there are limitations for banks. So better contact you bank customer care.

As it is a visa card, I think you can directly link your card to Paypal.

India have many limitations in this.
Debit cards of citi, axis,icici and HDFC banks support with paypal.
