Why should it be accepted: it's benefit players with money and make them more intersting to get 100 roblevel cause in sf mush newbie and they will learn day by day and they will try to get 100rob level to rob the casino

It's like this, I like it without a casino, the general vibe of the place just wouldn't make sense to me with one in San-fierro. it's more of a laid back city unlike Los-santos and las-venturas so there wouldn't be too much of the gambling in that area. so that's where the -1 comes in.

It's still an interesting suggestion though.
