Importance of suggestion: You can better decide.
Why should it be accepted: There have been a lot of topics created related to this issue and dozens of suggestions but yet there's no final solution for it. Not just me, but almost every player in this server is getting annoyed by this abuse and it is actually giving criminals an advantage to avoid Jail and Alcatraz. The server is a fun roleplay type server but criminals by abusing this bug are just making cops leave their jobs and do criminal activities which will ruin the gameplay for everyone. Even some administrators agree on adding a rule for this but server management is not allowing to do that, why? There's no exact reason. Recently, there was a topic created on General Discussion regarding "/q and /quit abuse" and almost 95% voted YES but still no action was taken and the reason was:

Now let me answer all of the above reason one by one and afterwards other members can also share their opinions whether I'm right in this case or not.

What about 'hit evade'? I asked the same question from Johncarer but he didn't reply. Admins also can't see whether the player has left the game for a reason or just to evade a hit, right? They punish users when they see that they joined the game within 30 minutes of leaving (as written on rule) and the same rule can be implemented for /q abuse and it won't cause any problem because if they player will join within 30 minutes he/she can be easily catched and get reported/punished.

Just by taking two screenshots of the player leaving and joining the game within 30 minutes will solve the case. There's no need of any video. I'd mention the same case of 'hit evade' and other you can think of yourself.

3. We do not want to disallow people to quit the game, i mean, come on that would be a quite silly thing to do... Also can't introduce a system like the jail evade one, for reasons stated above

No one ever said to disallow people to quit the game. You never even disallowed people to quit the game on 'hit evade' rule, did you? By adding a rule, players will know that if they leave the game in the middle of chase they'll be easily caught like 'hit evade' and if they seriously want to leave the game then no problem they can and later join after 30 minutes which won't cause any silly reports or warnings.
Now everything is clear except one thing. How will you know on the reports whether the player was wanted or not? Well, it can be easily scripted that whenever a (highly, most) wanted player leaves the game there'll be a message printed on cop chat that "This player has left the game, no need to fucking chase him." or if you think it'll mess up the whole chat and will spam then you can instead add a tag on leaving message, which will be only visible for cops, like "Greatsan left the server. (Leaving) (Highly Wanted). There are many many more ways to fix this issue if you just try to fix it and not avoid. One thing more, closing this suggestion without exact reasons will simply add a red flag for management and nothing else.

I want players to give their opinions about this suggestion and tell me whether it is really important to do something about this abuse or not.

This is a really annoying issue in the server. Anyways, i got a suggestion which i am not sure if it is possible. I am adding it here.

Anyways, even if the officer is afk and the criminal is in the range, the criminal may still quit the game. He can ALT+TAB then right click the san andreas window and click close. This takes more time to quit the game then /q. So if someone is going to quit the game like that, the officer may taze him in the time and he will still get jailed.
I think this solution is good. I will also post this as a new topic.

And I was about to answer to all of Onzie's reasons one by one aswell but you did it so yeah. You just said what I wanted to say.

That's what I am saying and what I told to one of Lsrcr administratos a couple of hours ago. What about 'hit evade'? Isn't it the exact same thing?

And no, you don't have to record your gameplay 24/7. What Greatsan and I suggested; whenever a suspect that is near to you (visible on the minimap) quits then a message will pop up like ''X player disconnected - x wanted level'' or ''X player disconnected. Disconnection bonus: 500$''. It isn't hard to implement such a rule, it's all about if you want to see it getting added or not. I am seriously tired of players leaving the game all the time. I can start screenshoting from now whenever a player quits in order to avoid death/arrest, then you will realise that it isn't a minor issue at all.

Players can commit countless of crimes and not get even touched. Does that makes sense? Is that fair enough? And the rates are too high. Speaking from my personal experience, 30 of the 100 suspects you are going to chase, will quit. Is that a low ratio?

+1 I remember army member following suspect for too long and he managed to get his vehicle hp to 500 or smth then the suspect left and re joined
this is way too annoying

Loud always quit abuse when I'm chasing him. It's absolutely unfair that we waste our time and when they're finally are about to get caught they /q and this make me lose interest in cops
