Solution for /q abusing.

This is a really annoying issue in the server. Anyways, i got a suggestion which i am not sure if it is possible. I am adding it here.

Suggestion headline: Add a range where players can't quit.

Why should it be accepted: As you see in the image, the criminal will be unable to run the /q command in that range. Only if there is an officer only. Anyways, even if the officer is afk and the criminal is in the range, the criminal may still quit the game. He can ALT+TAB then right click the san andreas window and click close. This takes more time to quit the game then /q. So if someone is going to quit the game like that, the officer may taze him in the time and he will still get jailed.
