/Rp command improvement

Your name: Car
Suggestion headline: You can't be rp-ed within 15 seconds of your attempt to rob/rape/dkidnap(the attempt where you fail, but get wanted)
Picture: not needed
Importance of suggestion: 8/10
Why should it be accepted:

I know that this suggestion might seem weird but there is a very unlogical issue.
Someone attempts to /Rob you. He fails due to you possesing a wallet. You become yellow which would mean: "Okay, you tried to rob/rape/kidnap, (in this case rob), this is a warning , you have to pay the fine....
Oh hello, you tried to rob me? Lemme /rp you.. what the hell u became orange sorry man that's a jail.."
Just makes no sense, does it. So I decided to solve this the way, that you can't get /rp-ed within let's say 15 seconds(suggest better time if you have concrete reason(s)) when you attempted(but failed) to /Rob /rape /dkidnap. I mean, if you attempted but failed and you got a warning that you only have to pay a fine for, that's ok. It's going to be something you won't get jailed for, you will pay the fine and that's it. There shouldn't be a possibility to then /rp him because he attempted, it just doesn't make sense. In an actual fact, when he gets yellow by failing to rob/rape/kidnap someone, he gets auto-rped, doesn't he? That means, that if you /rp him again, that you are technically rp-abusing!
However, if you attempt to /Rob, and fail, and then attempt to /rape, then it makes sense for you to get wanted and to become jailed(unless you got fined before you attempted to /rape and after you attempted to /rob).

Therefore, the player that attempted to rob/rape/dkidnap can't be rp-ed within some n time. I suggest 15 seconds.

-1, it's a valid /rp reason.

Again, how does this make sense?

Civilian attempts to rob cop.
Civilian slightly wanted and has to pay the fine(in this case, Ls-rcr auto /rps the civilian)
Cop fines him: "Okay! You won't get jailed, but you will have to pay because you attempted to commit something against the law! And you know what? You attempted to commit something against the law, /rp!!!!!!! Oh what you are orange now? Jailed!"

WTF

See, Robin where's the logic?

How do you not understand that technically, after civilian attempts to rob/rape/dkidnap, this happens:
"Game AUTOMATICALLY RPS the civilian and THEN the LEO as well RPs him too! He got rp-ed two times in a row FOR THE SAME REASON.

Then he, from the slightly wanted, for nothing gets an orange and becomes jailed. #Logic

And THAT is the issue.
