Suggestion headline: Decrease cuff time from 30 seconds to 20 seconds (atleast)

Importance of suggestion: 2/10 for cops and 7/10 for criminals
Why should it be accepted: I will just explain it simple. Getting cuffed 2 times in a row equals getting jailed as of now.And i m sure u know there are alot of cops who will just cuff u and leave u there.Its very annoying.Not to mention 30 seconds ingame is quite alot.Suppose u are in conference bank, wanted and get cuffed but the cop died.30 secs are enough for cop to come bank from lspd and arrest u while u r still being cuffed.Which is unreasonable. IN Advance: /bc dont work always even if there is no cop near u. Which makes another suggestion

30 seconds of cuff time is useful in much situations,and I don't think it need to be decreased.Still negative.Sorry.

This wouldn't be an issue if the criminal could move while in cuffs like in real life.
