Your suggestion:replace the random car spawn with one SWAT Bullet
Reason: The current random car spawn is utterly useless and serves no purpose whatsoever. Instead, place a SWAT Bullet there. It's a very fast car with very good handling and would actually come in handy.

I agree with you Jaker.

Bullet it's one of my favorite car in game I think it's better more the the random car becuase no one really use this.
Also the bullet got very good handling and speed. It can help to SWAT a lot.

No, there's always some random car next to NRGs and it's really useless, therefore replacement would be nice.
