I still have something on going, even if my chances are low im still trying something to get unban.

There's no need to file a complaint on this because generals are aware of his ban and they can simply update the member list whenever they feel like. This section is for complaining about members who are breaking rules not for letting generals know about member status and if you feel like it's so important then simply send them a PM.
