Where does the bug appear: Server.
When did the bug appear: Experienced today (07/09/2016)
Describe the bug: Criminals being able to shock a police officer whilst cuffed.

Because my criminal character is an OC who can /shock with cuffs on

While this might seem weird it is intended and certainly not a bug. Thanks for the bug report anyway.
