OBS Streaming

So Today I tried Streaming.......
And I tried to Preview Stream just to make sure everything was fine, It was fine on the OBS Screen Display, I then go back In game and I realize im only on 5 FPS.... I tried this with CS:GO, H1z1 and Rocket League. Still the same result.

I re-installed my GPU Updates, Reinstalled OBS, Restarted PC, Completed a System Restore from 3 days ago, Checked for any Malwares / Viruses but the issue is still occuring :/
