I'm going neutral, I like the suggestion and I agree with some of the points but not sure about putting it in the black market, it sounds like an interesting idea but maybe a better explanation might convince me, who knows.

-1 on removing the red checkpoint at el carona
+1 on adding the C4 to the black market
+1 on buying more than one pipe bomb (do you know how long I fucking wait to rob Kelly's club? XD)

Side note: at the black market let's be able to buy enough C4 to rob 2 casinos with since its the black market.
