Additional information:when i arrested him he threatened me to apply for army and i think he is going to give me bad vote but threaten still not allowed

Come on dude, you could solve the issue easily. If we start taking actions against those players who have immature attitudes, we would have to do it against most of the players who are playing nowadays. As I said, try to ignore or solve the issue in-game instead of forums.
