Add ability to /usejailcard (id)

Why should it be accepted:
Jailcards allow their respective owner to be freed from jail, and any owner can transfer their jailcard to someone who is close enough. There is a problem in this, at least in my mind, which is why I came up with the following solution.
Why not allow players to /usejailcard (id) to release a specific player from his/her imprisonment? This would be a very easy thing to implement scripting wise since the command would check for parameters and determine where to go from there.

Also, in my mind this command wouldn't have a proximity boundary: you should be able to do this from any distance as long as you have a jailcard at your disposal and the other player is either in jail/Alcatraz.
- If there's no params (/usejailcard), then the server interprets the command as using a jailcard on yourself.
- However, if there is a parameter (/usejailcard (id)), then the server interprets the command as attempting to use a player's jailcard to release some other player.
