Reporting a bug

Where does the bug appear: (server/forum): Server
When did the bug appear:In morning always
Describe the bug: Password dialogue box does not appear. Those players who are already in server can't tow their vehicles, can't spawn in house, can't spawn in group. This bug only happens in morning for a while. And the new players who try to join get kicked for not logging-in within 30 seconds i.e No new player could join.
It happens only in morning for like 10-15 minutes.
Hope this get fix.
It's not only happening to me, its happening to every member plays in morning.
It's not my router problem nor pc, playing on 80 FPS.
This is server sided bug.
