Suggestion 2: -1 because if I as a criminal shock him he can taze me in return, so the timer would only make things more complicated then they have to be.

A kick feature even if it was a vote kick one isn't going to get accepted for that reason. The supporters if anything should all gather proof and report so normal players don't have too. Even better, find out if an admin is on, if not search TS and the forums for one. Would be very supportive of them. (not saying they don't but just saying in general)

This has been suggested before, and denied, supporter as said is for answering server related questions, problems with hackers are reportable. Call an admin, or report them on forum, that is your best option.
