Suggestion for orange wanteds - reduced jail time/parole

Suggestion headline: Reducing jail time for orange criminals, and allowing them to use parole.

Importance of suggestion: 5/10
Why should it be accepted:
I've got the idea of reducing the jail time for criminals who are not most wanted, the orange ones, since their crimes are not that serious, usually robberies, or rapes.
What I had in mind was after they are arrested, they can type in /sparole (self-parole), which would reduce their jail time to 10-20 seconds, and then they are released.
The catch is, when they are released from jail, they will me marked 'yellow' meaning they will have wanted level, but not enough of it for jail, but enough to get wanted after they do any crime, such as rape attempt, etc, just like real life parole, where when you do a crime once they let you out, you go back to jail immediately.
In my opinion this will be useful, since people will have to spend less time in jail, and possibly when they get out, they can either go into pd marker fine themselves, or they can commit another crime, and provide LEOs with more business.
This looks like a win win situation for both criminals and police, since criminals will only spend 10 seconds in jail, and be free to continue their criminal work, and LEOs will be given more suspects to chase and catch since they won't need to wait for criminals to get unjailed.
