Allowing DOM members

Greetings,
After receiving alot of requests from DOM members, I've decided to let them apply for Blackouts.
- Allowing DOM members to apply for The Blackouts group (Vice-versa)
DOM Members may start applying from now onwards.
Also, Agreement with The Leone Family stays same.
