I /pm'ed him that it's not allowed to enter black market while being chased , but he is not coming out.That's all

Even you went there just to gathered weapons , It is still not allowed to do when you were being chase . I mean you people must know more about the rules and I gave you the chances like /pm'ing you to come out but you were not coming out.
So I reported you , after I have said that I have done reporting you , you came out. So it is clearly a rule-break
