Other: id 33 was lag i think then he tired to /drag 3-4 times and i was shock because he did something bit wrong.. Then in 2nd pic I told him "Cute scoreboost" because I was really shock about what happened. And 3rd picture he tried to ram me because I killed the suspect and I didn't admit to do it, because that guy's vehicle is in lock so I can't reject him then he insult and etc..

Hello Bear, So basically it's was not boost , i was pretype /drag 33 in pretype i press arrow key with enter three times with enter, it's was like ScoreBoost,reason for dragging 3 times it's maybe bug if you drag 2 3 time it's can fix.i think he will drag into car but , you think it's scoreboost Srsly ? then you said "cute score boost" i think you was joking so i make smile face ,

1st attempt yes, its lock but when I come near him its locked so i decided to kill.

The difference between the first and third drag is 3 seconds so it's hard to say if MZ4ID intended to boost the score or he did it in confusion thinking that it might be a bug and dragging again could solve it. Therefore the reported player will only be verbally warned for now.
To everyone else, you aren't allowed to repeatedly /drag a criminal if he's bugged or is lagging. This report will be referred if any such cases are reported in the future and an official SWAT warning will be added for score-boosting (considering this case is already explained here - you can also submit your queries to the Questions sub-forums if you have any)
