Suggestion(s): Allowing to engage most wanted suspect teaming with medium suspect with hydra
Why would it be useful: Nowdays it's in mode that most wanted suspects carying medium suspects with them and abusing it so we can not do our job.I think that's not the thing we should work unter.There is a lot ways to escape hydra and this I consider more as abusing.
Additional comments:

I literally facing the same problem daily. When i go to chase a MW that is playing solo, he gets an Orange suspect with him in order to prevent getting harmed by the Hydra and that is annoying. Will be more fun if we are allowed to shoot them when they are carrying Orange suspect.

I'm against this suggestion, we're already too overpowered and I like the current rule. Give criminals a chance to evade sometimes, it's fun for them. Don't think about your game play only.

I don't know whether I can post here or not.If not,I'm sorry.I'm going Neutral with this.Hydra is already OP.Giving more advantage to hydra can make it unstable,I mean the server.On the other hand,many times seen cophunters teaming with orange wanteds..So,that is the reason I'm going with neutral.

From my own standpoint, I agree that this situation is quite annoying and not what you want to see.
However, from a faction standpoint, we have MANY ways to counter cophunters (Rhino for example) which work just fine.
From a community standpoint, gameplay has to stay balanced as much as possible, therefor we can not accept this suggestion.
