locking complaints for christmas is dumb as fuck.
what would count as a major rulebreak and what would count as a minor rulebreak which is fine to break because its christmas

'minor' rulebreaks are stuff like being AFK for 20 mins, these can be reported after the Christmas break.
'major' rulebreaks are stuff like killing civs with Army vehicles.
