Your suggestion: Add it like that:

1 member = 2 drags
2 members = 2 drags
3+ members = 3 drags

Note: I was mistaken in my previous point, such rules should've been added, yeah.

Not sure whether I'm allowed to post it or not but why are only looking into the defects?
If you're solo ask a cop or army for team,so they can help you.
Just look into the advantages of update.If you're in a team you'd get 3score by dragging 3members.It's of course cool.

I believe what's better is

A SWAT Member solo:
Can drag 1 or 2 suspects

2 SWAT Members:
Can drag 2 or 3 suspects

3 SWAT Members:
Can drag 3 suspects

That's how it should be and that's it I believe.

And side information btw, you should also count Army as our teammates
