Yes, it is.

Just wait 2 minutes then change the /plate.

Edit: /plate command reverts the whole car modification to normal.

A vehicle has to respawn in order for a plate change to have effect, that's why all modifications are removed.

This shouldn't be such a big issue, because you can use /plate {text} and then use /color or tune your vehicle.
