Your suggestion: Adding nitro in all cars
Reason: Swat needs speed, we should have nitros attached in all cars so in some situations, if we can't tune while chasing a suspect or so, it'd be handy.

Your suggestion: Replacing the S.W.A.T. vans with cheetah
Reason: Cheetah is a great car with speed and handling, might be helpful for swat members and i personally like the vehicle alot. ALso the swat vansa are just showcases, literally noone uses it so it needs a replacement yes
