When did the bug appear: for me, today i don't know if someone encountered it before.
Describe the bug: you can /flyjail while being cuffed i was cuffed today by swats but i was still able to use the command, re-tested it with cxdur and it did happen again. https://imgur.com/a/6Mqwovl
