Why would it be useful: It will give us more fun
Additional comments: I mean No one can Shock Army Members And the members of the army can not Taze Criminals We Just Can Use (Cuff) Al Most Of Army Member Want to play Without anyone shocks them ..Al most Of Army Members Don`t use taze Anyawys

Many don't even follow the regular rules, how do you expect them to follow this rule if it gets implemented?

Make shock reflector for Army.

+1 this is the best suggestion !
Army known as a deadly force faction so every member have to train hard to be skilled enough to take care of criminals without tazing or arresting them so in return they won't be able to shock an army!, however in this situation Armys can cuff criminals in case if they are surrounded by many of them without arresting ,(because players can run while cuffed as you know ) just straight cuff the criminal to take care of the others , then /uncuff and kill.
( cuffed players by Armys cannot be arrested by any other law enforcement officer )
However you may add a Rank for this Feature!

Since people can't move in SWAT cuffs.
