Why should it be accepted: Well a loot card should be a donation item like for 1 donation point you get 6 loot cards and the card should be active for 7 days once used.These can be used to get 2x or 3x the money the player robs from store or banks excluding the money robbed from other players.

If excluding the money from robbed players!

+1 for donated item. Milyn is right, having it as a blackmarket item will give a lot of benefit to the players, and also it'll increase the donations because people will rob double the money.
